Brief synopsis:
Answer some questions, bring the NPC an item he desires,
then go out into the wilderness for a final cutscene

The blue mage flag quest is started by Waoud, who is located at (J-10) on the top level of the Aht Urhgan Whitegate. If you're just wandering town you'll probably run across him and answer his questions not to his satisfaction.

Tell him you want your divination told and he'll ask you a series of questions with some pretty cool music in the background. Though the questioning seems "open ended" you can get them "wrong" if you answer in a way he's not looking for. If you answer them incorrectly you will pay 1000 gil and have to wait until the start of the next in-game day to try again. He'll also talk about harvesting in nearby zones - ignore that. Just wait until next game day. So to avoid all the trial and error, here are the questions and the responses I gave to complete this quest:

     You are in the midst of a fiece battle. The enemy lying at your feet was once a friend. His breath is ragged and weak.

If you follow that order and have to pay 1000 gil, something is funky. The quest might be sligtly randomized, but based on what, no one is sure yet. Numbering the first question 1, the second 2, and the third 3, you can also try the combination 2312312312, or 3333333333. One of those should eventually work. Hopefully we'll figure out the true 100% order eventually. When you are successful in answering Waoud's questions he will ask you to find an item from the "middle lands" - i.e. the normal areas of the game away from Aht Urghan. Each of these items can be obtained pretty close to Bastok in an old quest you probably did around level 15 or so.

He only asks for one of the items. If you're really bored you can get all three before starting the quest. However, you must wait one game day after the successful answering of the questions in order to trade the item. If you try to trade early he won't accept it and talking to him again he says "I won't ask payment on this day."


After the next game day Waoud will accept the trade and tell you to go to Aydeewa Subterrane. Head to Al Zahbi and out the north gate to Bhaflau Thickets. If you were vigilent in buying maps you'll have a map of this zone too. At (I-7) of your map there is a signal tower and a dead end path to the southeast of it. That dead end path is actually a zone to the Aydeewa Subterrane. Attercops (spiders) and Colibri don't aggro but Ameretats (molbors) and tigers do.


Once in the Aydeewa Subterrane take a right in the first open room and fall down a small ledge to a cavern full of diremites. These aggro so have sneak up. To your left you should see a rather big ledge leading down. Slide down to a room with a pool. Step into the center of the pool for a cutscene and take that man's hand.

After the (rather sinister) events you'll be warped back to Aht Urhgan Whitegate. Congratulations, you can now become a blue mage!.
